Photoshop CC 2019: Changes not taking effect until something else is changed.

Many things in Photoshop 2019 are not taking effect until I do something else.  So say I hit "Ctrl+Z" to undo my last action, it doesn't work, UNTIL I do it again.  Then it does both actions.  And I have to then Redo one step to actually achieve my desired effect. Now lets say I make one layer visible when it wasn't before.  It does not automatically appear, until I select something else.  So I have to click the visible eye, then select the layer, or if it is already selected I have to select another layer.  Only after that second action does the first action take place.  This has happened for fill paint bucket, Undo, changing a layer's fill type (light/screen/etc), opacity change son layers.  Etc etc.  

Using the eraser tool, cloning tool, and other tools seems to be functioning just fine.  I am only working on my first project post update so I cannot say what else is being effected by this yet. It is making this project invidently more difficult than it needs to be.

What OS are you on? Is your document RGB or CMYK?
