Element 13: Can't connect to internet for Help documents

I cannot access my help files in PSE 13. Couldn't in 12 either. It keeps saying I am not connected to the internet yet I have already signed into my account through the program! Help

Make sure you don't have a firewall blocking adobe.com, or a bad hosts file entry blocking adobe.com.

I also recommend to download the help files in pdf formats:
https://forums.adobe.com/thread/992825
That help is always available without Internet connection and it's easier to do a text search.

If troubleshooting the firewall is not easy, it's easy to download the pdf help file. Once you have downloaded it, create a desktop shortcut.
I would create another desktop shortcut for this page for direct access to the help hub:
