Photoshop CS6: memory is not released when you close a file

Photoshop CS6で、ファイルを閉じてもメモリが解放されない。その状態で同じファイルを開くと使用メモリが増える。繰り返すと、メモリを最大値まで使い切り、Photoshopがフリーズする。
Windows7で64ビット版のPhotoshop CS6を利用している。

That is the normal operation of Photoshop. Photoshop reuses memory, and will allocate up to the limit you set in preferences. If a plugin or the OS needs more memory, then it will be freed.

Freeing memory all the time would be much slower.

But this does not cause Photoshop to freeze -- Photoshop keeps working even once it has allocated the maximum you set in preferences, it'll just run slower while it swaps data to the scratch disk.

Also, this is not new behavior, but the way Photoshop has always worked (and the way many other large memory applications work to avoid slowdowns due to OS memory allocators).
