Photoshop CC 2019: Duplicating layer in a artboard moves the layer to the top of the document

Reproduce: 
  1. Create Photoshop CC 2019 document with artboads enabled 
  2. Place graphic in artboard
  3. Duplicate artboard layer
  4. Graphic is moved to top of document

This is a weird one. I know another person having the same issue and tested this on my setup for a comparison. Alas, mine works without issue at all.

I am running Win 10:
Photoshop CC - 20.0.0 release
Photoshop CC - 19.1.6 release

Both work fine for me.

Hi Michael! Awesome that you are getting back to me. :) 

Odd indeed.. I can't seem to get it to behave by resettings settings or reinstalling the app. 

My info in case it could help someone: 
Photoshop 20.0.0
MacOs 10.14.1 (18B75)

Interesting! We are both running the same version, the only difference I can see is our OS.
I wonder if its an OS build issue... I will try on Mac this evening when I have access to one.

My apologies for the late reply. I did try this on both Mac OS and Win 10, same Ps versions - found no problem at all. Very weird.
