Photoshop CC 2015: Duplicating Groups/layers cause Photoshop to move into timely loading states.

On a Mac Book Pro, 10.9.5. Within PS CC 15, in a document with more than 1 art board:

When performing the "Duplicate Group" command. It is causing PS to turn my cursor into the loading spinner for a few moments. After my cursor is back in my control the next action I try to complete with it sends it back into a loading state. After a few seconds everything is back to running correctly.

My file size isn't too large and the groups or layers I am using this action for aren't anything too large either. Sometimes it's a small vector shape.

Further investigation:

It is not occurring in files that have a standard photoshop canvas and not multiple art boards.

yeah, i've noticed this behavior for a while now.. since cc14 i believe. Duplicate Layer/Group and also cmd-J causes the delay, but opt-dragging the group in the layers panel to duplicate does not.
