Question regarding Photoshop Elements 10 "Intelligent Duplicate Detection".
I have scanned in thousands of old photo slides in jpg format at low resolution, only to find a corruption problem with these photos. I then scanned in the same photos at high resolution, but now I have duplicates at low resolution that I need to find and delete. For example a low res jpg photo could be 2.9mb and a high res photo could be 6.5mb. Can the Photoshop Elements 10 "Intelligent Duplicate Detection" find these types of duplicates of such large file size differences?

The answer is "maybe". I won't make any guarantee, but it should.

The "Intelligent Duplicate Detection" uses visual similarity based on color and and shapes within the image. So, the exact same image data is not required, but when it is the same image data at different sizes, that should be recognized also.

I have some test shots of the same scene using different cameras. The image data is not exactly the same (slightly different angle, lighting, as they were not taken at the same time). The images all have different pixel dimensions (so different sizes as you mention). But the Duplicate Detection suggested that they were all the same image.

So I would image that it should work for your images as well.

Could I get a temporary copy of Photoshop Elements 10, or if that doesn't work could I send you 2 sample photos? Try before buy?

It works on different resolution photos. It does not depend on the reolution of the photos but just works on the thumbnails of these pictures in the catalog.
