Photoshop/Photoshop Elemetents: Is it possible to paint with transparency?

Brief title for your desired feature:
draw with transparent as a color
How would you like the feature to work?
if multiple objects are over a given spot, the transparency drawing will take priority in a given layer.
any layers underneath will show through as normally.

Why is this feature important to you?

I have had many times I wanted to draw a line or shape that is transparent over an opaque image. using an eraser to do this is unacceptable and inaccurate. if this feature is already there, my apologies. I shouldn't have to go through the trouble of making a mask when I don't need it. this saves time.
I don't mean stroke.

I believe you're interested in Layer Masking. When you create a mask, anywhere you paint with black on the mask will create transparency in your layer.

This is a new feature in Elements 9 and has been a feature in Photoshop since very early on.
