Photoshop CS6: Dragging JPEGs from web browser causes layers to lock up for a minute or so

When working on a Photoshop 13.0.6 x64 RGB/8 file, I've noticed that dragging JPEG images from Safari into the Pshop file causes all layers to become locked up for a minute or so.

I can select any layer, but can't manipulate it. After the delay ends, everything works properly again.

Please fix this!

Which OS version are you using?
Have you installed the "white window workaround" plugin?

Running OS X 10.9.2

No, I've never heard of that plugin. Why should I install it?

Because it works around a couple of unpatched bugs in MacOS 10.9.

I installed the plug-in and restarted Pshop. The problem is still there, except that I now realize the problem doesn't go away after a delay but only when I switch from the stalled file to another Pshop file and back again.
