DPI scaling / multi monitor - unusable

This has been an issue with the 2017 products already but got even worse in 2018.

I'm running a Dell XPS13 with a 4k screen (3200x1800 @ 150%) with two external 23" screens (2048x1152 @ 100%). 

While the scaling for the main app seems to have gotten somewhat smarter with the recent update, the "New" window is completely unusable in Photoshop and Illustrator (not using any of the other ones currently).

This is a screenshot from the app running on one of my 23" screens.

The popup does neither scroll nor zoom.

Hi,

Could you try signing out of Windows and back in and see if that fixes it? This should only be necessary after changing the scale factor in Windows display settings.

I have not changed that setting in a long time. But I do go back and forth between docking station and mobile quite a bit with these applications open.
After rebooting it in fact looks okay  but the issue keeps coming back. Looks like some of the scaling is not correctly reset when the display setup changes.
What could be of interest is that when I'm docked out, my notebook screen is obviously the main screen, when I'm docked in, one of my 23" is.

For what it's worth, the smallest size 4K display that I've found usable under Windows is a 31.5" with the display options scaling set to 150%.  It actually makes Photoshop and Illustrator look too large, but usable.

The smallest size 4K display that I've found usable on Mac is 27" (no need to make any adjustments in the display settings as the OS handles it really well).
