Photoshop: Fit to screen never grows bigger to fit

When I hit the button Fit To Screen, it never grows bigger to fit !
With or without the personal Toolbar doesn't matter.
Even with an Action that calls for Fit to Screen - via Script Manager whenever a Open File - the file doesn't grow to the upper and downside of my screen.
Anybody knows a solution ?

With the Application Frame turned on, and Floating Documents enabled, Photoshop tries to keep floating documents from obscuring panels that are in windows behind the document.

If you turn off Window>Application Frame... the behavior should change, or conversely, if you dock the window in the Application Frame, the behavior should change.

Tired it, but it doesn't work.
It has something to do with my personal Workspace I made for my two-screen setup. If I change this to 'New in CS6' the windows grows as Fit to Screen; going back to my Workspace, the window shrinks !

Solved it by making a new Workspace.

Hey guys, on mine, it wasn't so much creating a new workspace as it was turning off certain panels...in my case it was the Timeline panel. I noticed that when this panel first comes on screen, it is at the bottom of the primary Photoshop window, but I always move mine out of the way to my second screen. The space left when my windows are Fit on Screen, is the same height as this Timeline panel. So it's almost as if Photoshop still thinks the Timeline panel is there and won't fit the document on screen...it fits it to where it thinks the viewable screen real estate is. This is in CS6 for me, all updates applied.
