Photoshop: Documents open behind panels

Every time I open a document in photoshop, the default position of the new window is the top right of my screen, directly behind the layers panel. For wider documents it isn't a big deal, I simply grab the frame and drag the window to my preferred location. But on small or tall & skinny documents I have to tab to hide all panels since my newly opened document is floating behind my panel doc. Is there anyway to change this behavior without switching screen modes? On earlier versions of photoshop my documents would open pinned to the top left, but even then they were not behind the tools panel. Is there a new preference I need to check off? 

Working on a Mac running High Sierra 10.13.5 - PS CC 19.1.5

Could you post a screenshot of your entire screen so we can see the panel/workspace set up and the size/position of the document?

Try docking your panel group to the left edge of the PS window. Grab the rightmost group, click and drag it beyond the right edge of the PS window until you see a blue vertical line and then release the mouse. This will dock it and when you load or double click the hand, the document will size to the new document window to the left of the docked panels.
