Photoshop CS6 64 bit on Win7 64bit (I use the Win-Taskbar on Top)
Adobe Photoshop Version: 13.0 (13.0 20120315.r.428 2012/03/15:21:00:00) x64
(same Problem for 32 bit-version)

Problem:
Photoshop-document-windows do not let me position them, but jump to upper left corner after trying to drag them somewhere else.
They make it imposible to reach some menus...
as long as this issue is not solved, I have to work with previous version although having purchased und updated the new version .

Sounds like your version isn't updated. Make sure Photoshop is Up-To-Date: http://adobe.ly/PS-Up-To-Date

The current versions are 13.0.3 and 13.1.1.
Go install the updates first.

So, choosing Help>Updates... doesn't show the updates?

Are you a Creative Cloud member? Or a perpetual license customer?

For Windows 64bit? ...I couldnt find any Version 13.0.3 or higher.
From Photoshop directly initiated it says I am up to date.
So I can only wait for a new update also for me...
....somehow strange that we cannot find the missing information...

Hello Jeffrey,
a little offtopic:
Do you know where I can send my email regarding a question about buying Dreamweaver?
I own the last version of Golive and would like to ask if there is an offer for uppgrading from Golive to Dreamweaver.
regards
BB
