Lightroom: Can't determine converted DNG from raw which are duplicates

When I download RAW files, that Lightroom has converts to DNG, it can't determine if they are duplicates of previously downloaded files because they aren't RAW.  It can only make that comparison of RAW to RAW, not RAW to DNG.
If Lightroom can't do that if should eliminate the "Don't import Suspected Duplicates" button on "Import as DNG".  It's misleading because it does import duplicates of the same picture.

Could you let us know from where are you importing the RAW images?
Do you convert them into DNG while importing itself? Or do you convert them into DNG after importing?
