Photoshop Elements: Why is there a difference of time and date in Organizer VS Full edit mode?

I have a Canon 50D and use Elements 8...My problem is that when I take a photo and put it in the organizer the date under the photo is the same as in my camera BUT when I go to full edit mode the time when I view file info is 4 hrs earlier, how do I get the time and date in the editor to match the time and date in the organizer. It is like their is a time zone issue but I do not see a way to set the time zone in Elements or in my 50 D. And when I look at the properties of the saved JPEG it is 4 hrs earlier than when I took the photo, other words it matches what is shown in the editor not the organizer.

Could you provide some screen shots of the issue occurring and maybe a sample file so the embedded metadata can be examined?

I'm not sure what you mean by screen shots, do you want me to copy and paste the meta data info? If I do not use the organizer the meta data is correct, it is only when I open in the organizer then take the photo to full edit mode that the meta data cahnges to four hrs later than taken.
