Desktop PC with Photoshop and Premier 9 has died how do I get these to work on my laptop

I bought Photoshop and Premier Elements 9 and installed them on my desktop and laptop.  Had never tried to use the laptop versions until the desktop died.  They load but have no functionality which I guess is due to the desktop PC having the registered copies.

Is there anyway I can transfer the licence to the laptop?

Your license allows you two 'activations'.
The versions on your new computer are the trial versions which you can use freely and fully for 30 days.
You can reach the Help desk to solve the problem of the crashed computer. Use the Help and in the support section, search the 'contact us' link, follow the questions until you get the option to start a chat session. They will solve the problem online and deactivate the license of the old computer and free it for another one.
What happens exactly now? Can you open the softwares without being able to access your catalog or media files?

In the past I have installed Photoshop Elements 9 (PSE9) on several computers and laptops of mine. I never had any problems with a maximum number of "activations". 
Maybe your laptop installation has some problems and therefore I would suggest to check & repair if needed your windows for OS problems and remove the PSE9 installation completely. Then clean your system with, f.i. CCleaner and install PSE9 again on your laptop. 
As long as you have your product key at hand, I don't foresee any problems.
