LIGHTROOM 6.1 - Deleting a photo shortly after selecting it gives an error

I am working with RAW files on Lightroom 6.1 running on Windows 8.1 x64. This bug also appeared in LR 6.0.

If I select a new photo in the tray at the bottom and immediately try to delete the photo, I get the error:
The file named "????" could not be moved to the Recycle Bin.

If I wait a few seconds (for the Loading spinner to disappear) after selecting the photo, then I can delete the photo.

Lightroom is reading the file - as evidenced by the Loading Spinner. Until it loads, the OS will not allow it to be deleted.

Surely you can cancel the loading in order to delete the file. There's no need to read in the file at that point.
