Often, when I press "Shift"+"F" to enter the full-screen mode and after pressing "space" (pan tool) photoshop deletes two layers.

I've tried to repro this but no luck. Are you macOS or Windows? Are you using a tablet/pen or mouse?

What are the steps? You have a document with a background and 2 layers, hit F twice, then hit the spacebar and the 2 layers disappear?

Hi, Jeff. It happens on new and previous versions of PS. When I'm working on the Mockup for example 2520 x1080 with layers (text, shapes, raster). When I want to see the whole screen I press - Shift + F, and then "Space" (to pan the picture in the middle of the screen). And PS deletes 2 layers. I have a screen video record of this. Deletes happens during my work on 00:33 (I made combination two times so PS deleted 4 layers) and in the end 02:34.

That is really strange. Are you sure the Delete key isn't being pressed somehow? Is there anything enabled under Files > Scripts > Script Events Manager? Are you using a Wacom Tablet?
Have you tried restoring your prefs (drag your settings folder out to the desktop) and launch Photoshop and see if you can replicated with default prefs?
