Lightroom: Deleted should stay deleted

All my RAW files are imported into LR and I delete bad images but leave them on the file-system just-in-case. However, when I synchronize the folder to get 'new' photographs, the previously deleted come back which I don't want.
It would be great if LR can remember deleted photos so when I synchronize the folder it offers a check-box for "restore deleted photos (count)" as well as the "import new photos (count)" check-box.

What advantage does this removing-but-not-deleting give you, as opposed to marking the photos as rejects and simply filtering to hide rejects?

If Lightroom was to remember removed photos separately to rejected photos, the records would have to stay in the catalog (albeit with a special filter to hide them)... and then there would be no way of getting them back into the visible catalog if you later changed your mind. How would you imagine it working in that scenario?
