Photoshop CC: default behaviour for ctrl-alt-V seems to persist despite setting custom shortcut

setting keyboard shortcut to alt-ctrl-V doesn't seem to work properly.

I set a keyboard shortcut for edit/transform/flip vertical, to alt-ctrl-V. This is set to 'vanishing point' by default. Somehow, Photoshop let me set this hotkey, but forgot to UNset it for vanishing point. So, when I went to edit/transform/flip vertical, it would say "alt-ctrl-V'" next it to it. But if I pressed this key combination, it would still do vanishing point. I had to go into keyboard shortcuts and manually remove the vanishing point shortcut for it to work. It works fine now.

I don't know if this is a problem with vanishing point, ctrl-alt-V, flip vertical, or just a one-off fluke.
