Default Proportional Transform is the WORST

Default Proportional Transform is the WORST. There MUST be an option to return to the original default free transform!!! Please update and make this happen!

To revert to the legacy transform behavior, do the following:
1. Use Notepad (Windows) or a text editor on Mac OS to create a plain text file (.txt).
2. Type this text in the text file: TransformProportionalScale 0
3. Save the file as "PSUserConfig.txt" in your Photoshop settings folder:
* Windows: [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\
* MacOS: Macintosh HD/Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/

I am quite confused. Why not just use free transform. Just grab any corner and push or pull? What (and where) is 'default proportional transform?'  For transform, open image, click on edit, go down to free transform or if you are using transform, then click on scale. I think I'm missing something here. I am on Windows using the latest Photoshop CC version.
