Photoshop: Refine Edge Decontaminate Colors is applied differently based on percent view.

This just came up in Adobe Forums. I see this behavior on my machine as well. PS 13.0.4
“Decontaminate Colors” is applied inconsistently – apparently effected by percent view?
To recreate: take two identical high-resolution images with identical hair masks roughly made with Quick Selection Tool. Have View of of one set to 100% (Actual Pixels) and 16.7% zoom on the second identical image. Run refine Mask on the first, set Edge Detection at 100 px and Decontaminate Color at 100%.
Run the identical Refine Mask settings on the second identical image that is viewed at 16.7%. You will see a huge difference in how Decontaminate Color is applied.
I would expect them to be identical. I expect Decontaminate Color would not be influenced by view percentage.
