Photoshop: Customize the Option and Tool Bars and allow docking to panels

I would like the ability to resize the option bar and the tool bar and to be able to dock them as I would another panel/tab. Ideally they would have the sense to auto adjust into multiple rows/columns depending on the desired panel width, and the options bar would increase/decrease or scroll vertically depending on the amount of options available. The toolbar icons would still be upright, even if it were resized in a horizontal bar.

I would also like the ability to customize and save the toolbar by removing and rearanging tools in a meaningful way for each of my workspace. I may choose to remove tools that I rely solely on keyboard shortcuts for and keep the ones I don’t. Or I may remove the ones I never use in my photography workspace (type, path, pen, move, eraser and zoom). It would free up otherwise wasted space and decrease the visual clutter. The ability to fully customize my workspace, maximize space and gain efficiency is very important to me.

To give an example and help clarify my request, I am attaching a screen shot of my current workspace. If the above changes were made I may choose to dock a customized toolbar to the right of the current (but shortened) option bar to maximize the space at the top. I may also choose to dock the tool bar above the current paragraph panel and then dock the option bar above that so that both are always visible.
