Customer Service Limbo: Photography Subscription

My membership was cancelled by a CSR so I could sign up for the photography deal @ $9.99/mo, but I was unable to complete the process, which is now no longer open. Twice, I've been assured I'll be contacted by a "supervisor," but haven't actually heard from anybody.

Is there anybody in America I can talk to for customer service? I dread calling or chatting otherwise: the CSRs are slow and about as outwardly empathic as Siri. Please show me you can do better.
