Cursor jumps when left-clicking in Photoshop CS5

My mouse cursor, or rather the area where Photoshop recognizes my click, jumps when I left-click while using any tool. This occurs maybe once every 10 or 20 clicks. For example, if I'm using the pencil tool, most of the time it will draw as expected but once every 10-20 clicks, Photoshop thinks I'm clicking in a different location, so it draws what I'm trying to draw somewhere else. It is severely limiting my productivity at work. This happens with other tools, including the eraser, hand tool, marquee tool, and when I spacebar+drag to use the hand tool.

I have tried all of the following:
-Checked for mouse driver updates
-Used 3 different mice
-Turned off laptop track pad
-Checked for windows updates
-Checked for PS updates
-Deleted PS settings file
-Turned off OpenGL
-Switched mouse pad

None of these have fixed the problem. I tried MSPaint to see if the problem was with my mouse, and did not see the issue. It only occurs in Photoshop. Not sure if it occurs in other Adobe products.

Brand new Dell Latitude E6420 laptop
Win 7 64bit with latest updates
PS CS5 12.0.4
8GB ram
Intel Core i7 processor

I have also not seen an official response from Adobe recognizing that this is an issue, yet I've seen posts all over the internet with people describing this exact problem. It seems a lot of people are having "cursor jump" or "click jump" issues with all sorts of different operating systems, pointing device tools (tablet, mouse, trackpad), and I've even seen posts about this issue occurring in CS4.

Can anyone shed some light on this issue and share information I have not yet found?
