Photoshop: Universal search (ctrl + f) doesn't work

Just downloaded PS CC recently but Ctrl + F, icon or Edit>Search does not work. A large white screen pops up for all functions.

I have Windows 10, 64 bit system. 

Please advise.

Hi JN,

Can you confirm your graphics card is an Intel(R) HD Graphics 3000?

If so, try the following: Go into Photoshop CC 2017/Required/Plug-ins/Spaces and find Settings.json
Change
 "use_osr": false,
to
 "use_osr": true,
save the file

Relaunch Photoshop.

I did the edit and tried saving the changes but was denied access.
