Adobe offers upgrade pricing for users who own a copy within 3 versions back (So currently, users of Photoshop CS2, CS3 or CS4 can upgrade to Photoshop CS5 for $199 vs $699 (US pricing) for the full version)

If you have Photoshop CS (1) you're option is to buy the full version.

Student Pricing - If you're a student you may be eligible for an amazing discount on Adobe software.

Subscription License - Great for people/businesses who only need software on a project basis.

I think Mr.Tranberry stated rather clearly that (legitimate) users of CS2 are eligible for the upgrade.

While Jeffs reply is true for CS5 I'm sure he won't mind me pointing out that Adobe has now dropped this policy of 3 versions back upgrade and if you follow the link below they are now only going to offer upgrades from 1 version back with CS6. That is correct 1 version back or you pay the full price again.

So if you want to upgrade to Photoshop CS6 you will have to own CS5. CS3 and CS4 make you no longer a worthy or loyal Adobe 'upgradable' customer. We the honest customers who actually buy Photoshop have obviously had it far too easy for far too long.

And because the economy is a little tough I will simply increase my profits 3 fold too by simply trebling my fees to all my clients because I know they are secretly loaded and will happily accept this. Or not.
