Photoshop: Tool selection keyboard shortcut doesn't cycle through tools

If I press M to select Marquee, I would expect to be able to press M again to cycle to the next marquee selection type.

If I press B to select Brush, I would expect to be able to press B again to cycle to the next brush selection type (e.g. pencil).

I find that clicking on the tool with the mouse requires two clicks to get photoshop to recognise the tool selection.

Photoshop version 2012113.r.355 x64
Resetting preferences has NOT helped.

As far as I know, the default is Shift- to cycle through different subtools... so Shift-M to cycle through Marquee selection types... but you could check the hotkey preferences.

You can already do this. Choose Preferences > Tools... and uncheck "Use Shift Key for Tool Switch"

Let me know if that doesn't do it for you.

Ok. It goes to show I'm not using PS as much as I used to - the shortcuts never used shift to begin with, and I guess I'm just using muscle memory.
