CS5 64 bit Photoshop does not recognize all available RAM

Why doesn't CS5 64 bit Photoshop recognize all available RAM? I have 16 GB RAM and Photoshop only recognizes 4 GB.

I have this at work and just got a new machine that's supposedly the newest, best computer in the whole group. It has an ASRock Extreme motherboard that is supposed to "fully optimize memory usage" and "boost the speed of Adobe Photoshop." When PSP was first installed, it recognized all 16 GB, but had other issues and caused a blue screen (BSOD). After reinstall, PSP now only recognizes 4GB of RAM. MSinfo indicates that 16 GB is still available, but PSP can't see it.

The help desk guy really doesn't want to come back after giving up this machine and having to come back to reinstall PSP once already. Is there anything I can try?
thanks

If it only recognizes 4 Gig, you're probably running the 32 bit app.

That, or your OS is telling Photoshop that you only have 4 Gig.

Also, PSP is not Photoshop. PSP is PaintShopPro, made by Corel.
