crop tool startup problem

The Crop tool is missing the "accept" icon at startup if W & H have been specified previously and image has aspect ratio of other than WxH.

To reproduce, load any image, press "C" to select crop tool, then specify W and H as 8in and 10in.  Close the image, then open any image that has an aspect ratio of other than 8x10.  Press "C" to select crop tool.  The "accept" icon is missing and you can't approve the crop shown on screen.

Which version of Photoshop are you using?
Which OS version?

I can't reproduce a problem in Photoshop CC 2015 with your instructions.

Maybe a silly question, but on the second document, after pressing "C" are you actually *in* active crop mode or are you just selecting the crop tool?
I was able to repro this by doing your steps *exactly* as described... because when you do the second "c" press you are not actually activating the crop tool. Just selecting it.

Try all your steps, then hit "Enter" or "Return" or click once in the canvas area and see if the check box appears.

Otherwise it is some kind of bug, yes.
