Photoshop CC 19.1.3: Crop tool freezes when crop boundaries are outside of window view

After a few moments while resizing crop boundaries or rotating the image, Photoshop will freeze if part(s) of the crop boundaries are outside the window view. Nothing more happens until the mouse button is released, a second or so after which the crop snaps to approximately where the mouse motion stopped. If using Shift to maintain the aspect ratio while resizing the crop area, that is ignored. The behavior is intermittent but happens quite often.

Edit: The problem occurs when the cropping boundaries are within the window but the image is in large part outside of it.

Workaround: Sigh, undo, zoom out, try again.

I think this started happening after the 2018 upgrade. I know the last two updates haven't fixed it.
Windows 10 Home 64-bit with all updates, NVidia 560Ti GPU.
