Photoshop: Why isn't there a crop around my image when I select the crop tool?

I suspect  I am missing something obvious, but in the last few updates of PS, I don't seem to have the CROP "frame" show up automatically around the entire image when I click on the CROP tool. See attached pic of CROP tool selected

I have to draw the CROP I want, rather than just fine tune from what I used to see (I thought)

I am running PS 21.2 on WIN 10 ver 10.1.18363

In the settings, do you have "use classic mode" selected? If so, uncheck it.

maybe u are looking for this.
Make sure u dont use classic Mode.
