Photoshop: How do I create a desktop wallpaper image?

Why Wallpaper jpg (created in PSD CS5) pixels on 1 monitor and not another? Artwork is 600dpi, rgb, jpg, 30" x 16.5" size, 16:9 ratio.
Does monitor resolution need to be adjusted?
I can place photographs that are very crisp & clear, but the wallpaper jpg either step pixels or is blurry.

That has nothing to do with Photoshop products, and everything to do with how you set the wallpaper on your system.

To be sharpest, the wallpaper image should match the size of the display.
