Elements: How do I create a colored border for an image?

I am trying to copy an image onto a colored background to create border. I create colored border as 5x7 image and saved it. I then open my picture and resize it to 4 x 6. In this process my original colored border also resets itself to a 4 x 6 . I select the entire picture I want to put on colored border and only a small part of it pastes to colored border even though I know I selected the entire image. I know I have done this before but for some reason it is not working for me. Any ideas

Open the image file
Go to Select>all
Go to Edit>Stroke(outline) selection. Place the stroke inside. Adjust width of stroke to suit. Select color for stroke
Press CTRL+D

This process is taking away part of my image - I want to keep my image intact and add a border.

Two other ways:
1 - menu Image >> Resize >> canvas size.
2 - Use layers. Create a backbround of the right size, with possibly color, gradient, texture, and add you picture centered over that background.

You'll find many tutorials about creating frames on the Web.
For the fun, try the 'Guided edit' mode. sub menu 'Special effects', 'Frame creator'.
