Since I spent a couple of hours looking for a solution to my problem,. (half of my tools don't work right) without any success. How do I download another copy of Photoshop cc without adding extra membership fees?

What OS version are you using?
What does the detailed crash report say?

You can just uninstall and reinstall Photoshop if you want. But most crashes are due to third party code or issues, and we need to see the crash report to start figuring out what is going wrong on your system.

I* am using Windows 7 64, and 32 gigs of ram. I have no 'crash' report. When a program becomes unusable that's when I say it crashed. The clone stamp tool no longer works, the move tool no longer works, the color replacement tool no longer works, the spot healing brush doesn't work right. So that about shuts me down. Should I just go ahead and reinstall?

Then you aren't seeing a crash, and are misusing words.
That's like yelling that a bomb exploded when your car won't start.

None of those issues sound familiar, and if they had problems for everyone, we would have heard about it.

Have you installed the latest version of Photoshop CC (2014.2 aka 15.2) ?

Not that I know of. Where do I find it?
Here I was, trying to erase some telephone wires, and when I clicked on Alt and left mouse, a whole layer of my image started moving with it. Then I tried the Move tool and it would do nothing.
Then how come I have these weird things happening to me?
Hey, I never go to Adobe unless something bad happens. So I don't know my way around in there.

Open the Creative Cloud app, and download CC 2014 and updates.

I have just found the answer Chris Cox.
In the cloned source panel; the clipped box was unchecked.
So I checked it and now it works like it should.
My gads, Adobe has more weird things to check and uncheck and hardly anyone knows about it.
I get more help on-line than I can from Adobe
Adobe help stinks to high heaven.
