Photoshop CS5: Could not complete your request because the file is locked or you do not have the necessary access privileges. (Win 8.1)

I am really in need of some help. I am using Adobe Photoshop CS5.1. I recently got a new computer running windows 8.1. My previous computer is running windows 7. I saved over 200 GB of files (mostly .psd files) on an external hard drive. When I try to open any of the .psd files with the new computer I get the following message. “ Could not complete your request because the file is locked or you do not have the necessary access privileges. Use the ‘Properties command in the Windows Explorer to unlock the file.” I have tried changing permissions but I am not sure what I am doing wrong. These are files I created, I did not put any limits on the files. I would truly appreciate any help.

Well, if somebody still needs the solution... I changed the properties of the photoshop directories (C:/Program Files/Adobe/Photoshop CS5 and C:/Users/<user>/AppData/Roaming/Adobe): switch off readonly, switch off inheritance in safety property (RMB click on folder) and gave full access to every user. Good luck.
