Could not complete your request because of a program error. (only when starting Photoshop)

Documenting a very strange problem. I did find what seems to be the cause, but I can't be sure. Posting this here in case someone else runs into the same issue.

Every time I open Photoshop, I am greeted with this message after the loading image.

If I hit OK, Photoshop opens fine, and seems to run just fine. But every time I quit and start it up again... same message.

I have checked the PSErrorLog.txt file and it just has this line for each time I start Photoshop.

2019:12:16 17:58:06 : <NULL> : 0 : REQUIRE failed

I've tried clearing caches, I've checked folder permissions, I've even uninstalled, reinstalled, uninstalled, installed Photoshop 20.0.8 and gotten the same message.

But all this time, I've been using the Screen Sharing app in macOS to remote into this machine, but without a monitor plugged into the Mac. Once I plugged a monitor into the Mac, Photoshop would load just fine.

So maybe it has something to do with the GPU frame buffer and Photoshop is getting confused because of it? I don't know.

At least I know the issue only happens when I don't have a monitor plugged in.

5,1 Mac Pro (mid 2012)
3.46 GHz 6-Core Intel Xeon (single X5690)
AMD Radeon HD 7950 3GB (with custom firmware)
64GB 1333MHz DDR3
1TB Samsung 970 EVO NVMe SSD

Two things to try:

Disable "Use Graphics Processor" under Preferences > Performance...

If that doesn't work:

Uncheck "Auto show the Home Screen" under Preferences > General...

Can you also try enabling Preferences -> Performance -> Legacy Compositing?

Same error every time Photoshop starts, and same in the PSErrorLog.txt file.

As soon as I plug in a monitor, however, the error does not appear when starting Photoshop. The monitor doesn't even have to be on. This behavior is consistent and repeatable. 

Maybe this has something more to do with Mojave? If I had another Metal capable GPU I would try that, but I don't.
