Photoshop: Why are copy and paste, cut, and other features not working until I Merge Layers?

I'm using Photoshop to create and modify some pixel art for a game. I use a lot of temporary layers as I select and copy/paste or move things around, then merge all the layers when I'm happy with the layout. It's been working fine so far, but just yesterday, it started working differently:

Whenever I make a selection (rectangular marquee), I switch to the Path Selection Tool to move it. But it moves the marquee selection, and not the pixels. It used to move the pixels. This only happens when I have multiple layers of pixels. When I merge them, I'm able to move the pixels how I want. And before you ask, I do have the correct layer selected.

I'm not sure why these features changed, or if I hit some hotkey by mistake. Does anyone know what could cause this to change? Thank you!

I figured it out! Somehow, I enabled "Edit in Quick Mask Mode" by mistake. All is better now.
