Before buying Photoshop, can I check whether it's possible to use it to convert an avi file to jpg? I want to take stills from my wedding video to create pictures. Thank you.

Watch out for those video converters, a lot of them are junk. Format Factory and Handbrake are good choices and free.

As for Photoshop, as long as the AVI file is encoded so that Photoshop can read it, you can place it on a video timeline and export individual frames. The quality won't be great though; even a full HD video is only about 2 megapixels.

Most current AVI files will use encoding known as h.264 which Windows 7 and up, and MacOS will both handle just fine.
