Elements: Organizer - Convert Sub-categories to Categories is not reliable

This is a problem with Organizer.  I and many of my students have experienced the same problem.  Some of us are PC, others Mac.  Some are running PSE 13, others are running PSE 14.
When we have a sub-category that we'd like to promote to a category, it usually only works for a short time right after you boot your computer and open PSE-Organizer.  If you've been working in the Organizer for a while, it just stops working.
It doesn't matter if you right-click and call up the Edit function, or if you click on the triangle next to the green plus and choose edit.  When you choose None (Convert to Category) from the Parent Category drop-down,  nothing will happen.  (It just worked for me 5 times in a row, then suddenly stopped working).  Closing PSE does not fix the problem.  You must reboot the computer.  Again if you change the sub-category to a category before doing anything else, it usually works a few times. 
I'm running Windows 10 64bit, and have both PSE 13 and 14 (not running at the same time).

Please fix this issue.  Organizer is too good to let something like this go unfixed.  It's especially frustrating for new users, who think they are doing something incorrectly (and who probably will convert categories, sub-categories and keywords quite a bit until they come up with a naming and hierarchy that suits them).  Thanks for any help you can give us.

Yes, please fix this as soon as possible. It is an annoying bug!! The above descriptions says it all.

I'm having the same problem--Windows 10, PSE 13 except, I have tried twice to shut down the computer, open PSE, click on the link at the bottom and click on the Subcategory to change, choose None (Convert to Category) and nothing happens.  I haven't yet been able to duplicate what Deb was able to do--haven't yet converted a Subcategory to a Category.  I have really liked PSE and am just in the process of learning Organizer and, other than this, seems as if it will be really helpful.
