Context Menu Keyboard Shortcuts Don't Work

Photoshop 19.1.6
Windows 10

Started using Photoshop 2018 this week and I'm really disappointed to see that context right-click menus have changed for the worse.

To see an example of the menus I'm referring to: right-click a visibility icon on the left of the Layers Panel. Here you can select a color for the respective layer, etc.

2017 Photoshop (and every previous version I can remember) responded to pressing a key with a context menu visible, to quickly and smoothly select a menu option. Just like you can with the main application menus (File, Edit, Image, etc).

-Layer Panel visibility icon context menu allowed you to press "y" to select Yellow.
-History Panel history state context menu allowed you to press "d" to select Delete.

This no longer works.
The context menus were visibly altered as well. The vertical space between lines has been decreased and the font is different (not Segoe anymore?). My first impression was they looked older and uglier than in Photoshop 2017.
Form Before Function? nah, Dysfunction Over Form.

Just kinda sighed, stared at my monitor for a second when I realized the change. Just a small speed shortcut but I use it constantly.
Why the irritating decrease in usability? Could this possibly be intentional for some forsaken reason?
And yeah . . . this is why we dread "upgrading" , guys. These random little bugs in my favorite app of all time are just incredibly disappointing . . .

What can we do about this?
