Photoshop: Confused about updates

Creative cloud shows me 2 updates are available for Photoshop 20.0.8 and 21.1.2. With any other programs I have I simply install the latest update and they include any prior updates.
Following that normal process I installed 21.1.2 and Photoshop reports that is the version I have now but Creative Cloud still shows 20.0.8 as being available to "UPDATE" to.
Why would Creative Cloud show a backward option like that?

By installing 21.1.2, you have updated PS 2020.

The "20.0.8" update that you are seeing is for PS CC 2019.

Because lots of us have a need for an earlier version—perhaps a bug has been introduced to the latest version that we can't workaround, or a 3rd party plug-in or extension hasn't yet been successfully updated. We don't delete our older version until the new one is proven to do everything we need it to. Fortunately for us, the Creative Cloud no longer removes the last version by default, or hides from the user that it's about to do so.

The update may involve the Camera Raw filter, or have a security patch, something you could need if you still need to use that version — which is completely legal for you to do.

But if you have no need for 2019 and the update notice is bothering you, you can open the 3 dot (more) list next to 20.0.8 and tell the CC to uninstall it. Then it will become an entry in the 3 dot (more) list if you select Other Versions.

Thanks for the help. Actually on mine I don't see 3 dots next to 20.0.8 ....at least in CC. Are you referring to a different place. (I'm on Windows 10)

Yours does look different from mine, and the fact that I'm on a Mac shouldn't mean anything. I don't know why we're different.  I'm in the All apps section — you have the Photography plan it appears, and I have the CC sub, but that's quite a difference between us.  I have the 3 dot (more) menu next to every app, whether or not it says Open or Update—or Install.

It never occurred to me that my UI wasn't the same as everyone's. I looked at the CC app's helpx files and from their screenshots, your version is what they show. The 3 dot (more) menu at the top right is where you can Update or? You might want to read this page for yourself so you're certain it will function the way you want it to.

But I doubt the help files are up to date. That would be a first. <BG>

Mine I know updated just yesterday. I have prefs set to tell me, not update automatically.  So I'm wondering if you have the latest update to the CC App or if there really is such a big difference for some reason. My CC app says it's 5.1.0.407.  If you check the About menu item under the Creative Cloud menu, is that what you see?

This is odd! I, too, am on Windows 10 with just the Photography Plan and I am seeing the "3 dot" more menu...

I see a '3 dot' menu and I'm on Windows 10 with the Photography Plan. Same as Steve Kenny

Typical Adobe problems for me. I'm even getting interrupted many times throughout the day with a POPUP saying Creative Cloud updates are available. I'm so used to having issues. Still can't use Select and Mask. The Enhance Selection control in it totally destroys the selection made before invoking it and every brushstroke is another nightmare. 
Anyway ...thanks for trying to help folks. I guess I try calling Adobe since I'm having multiple issues ...if they're even open during the pandemic.
