Command-0 / Fit on Screen

I wish... that the FIT ON SCREEN command could be set in preferences whether to take into account the tool palettes currently visible to select the zoom level, so the image fits on screen completely without being obscured by the surrounding tools.

This is the way it works when the tool palettes are docked, you must have them floating ...
Added info just in case ... ;)
Tab key toggles tool palette visibility, when tool palettes are not visible ctrl/cmd 0 will fill the larger space
So workflow wise if you prefer your tool palettes floating you could tap the Tab key to see under them, or hit ctrl/cmd - (hyphen / minus key) to shrink the image some

In addition to using Tab to hide the Tools as Roger recommends, you can also use Shift-Tab to hide the panels while keeping the Tools as well as cycle the Screen Modes (Standard Screen Mode, Full Screen Mode With Menu Bar, and Full Scrreen Mode) with the F key and then use Command 0.
Since you mention you'd like the image to fit completely, you'll probably want Full Screen Mode (View > Screen Mode > Full Screen Mode) before doing Fit on Screen.
