Ild like to suggest making overlay/color dodge "layer modes" that behave the same as over/color dodge on "brush mode" on a flatten image.

When you paint with a brush on color dodge on a flatten layer, the colors are much richer, than if you made a new layer, set that layer to color dodge, and begin to paint. Its something we discussed a lot at the place I work, and I would love to really sync the layer modes with the brush mode.

The brush blending and layer blending are identical: same math, same code.
