Photoshop CS6: Eyedropper: All Layers no Adjustments not working

I am working under a color lookup and need to color pick without adjustment layers affecting my selection. I have a plate with a mask that sits above my paint layer and my paint layer selected to work on. When I color pick from the plate, with All Layers No Adjustments mode on in the color picker, the info panel shows it is detecting different rgb values but no color is selected.
If I swap the plate underneath my paint layer and change my color picker to Current And Below No Adjustments, everything works as expected.
Bug?

Which version of Photoshop are you using?
And can you post a picture of your layers palette so we can see how the layers are organized?

I can't reproduce this. If I set the eyedropper tool to "all layers no adjustment" and target the paint layer, then I always get the color of the layers without the LUT applied.

I tried this in CS6 and CC.

I seem to recall a bug like that in 13.0.0, related to layer groups, but we fixed that ages ago.
