PHOTOSHOP CC 2015 - Color palette hue ramp can't reach 100% black

Hello!
It appears that when using the color window under the hue cube mode, I am unable to select a pure black or a pure saturated color. When I drag the cursor into the bottom edge of the picker, I always end up with a brightness of 1 instead of 0 and if I drag it to the right edge, I will only get a saturation value of 99. (The top edge does get to 100 brightness and the left edge does get to 0 saturation.) It's normally not a problem since I rarely need a color with a 100 saturation or 0 brightness when just painting, but this has tripped me up in the past when trying to switch from medium gray and pure black for a mask.

I am running the latest version of Photoshop CC 2015 on Windows 7.

Are you referring to the color palette, or the color picker dialog?

The palette, not the color picker dialog that pops up.

OK, I can reproduce this.  Apparently some of the logic mapping the size is not handling the edges correctly when the picker area is less than 256 pixels across/down.  The dialog doesn't have this problem, because it is always 256 pixels across and down.
