Premiere Elements: I receive a code 602 when I attempt to load Premiere Elements 9

I receive a code 602 when I attempt to load Premiere Elements 9'
I did a restore twice but get the same code 602.
Now I want to erase the program and reload Premiere E9. I spent over 15 minutes attempting to find a download for Premirer E9 without success.Is Premiere still available for downloads? If so, where is it located? I would appreciate your help.

Hi William, If you purchased a download version of Premiere Elements 9 from Adobe.com you can log into your account on Adobe.com to re-download your product. There isn't a publicly accessible download of Premiere Elements 9 now that Elements 10 is out.
