What I read from various sources is that Photos and Videos upload from Mobile and Web do not come out of the 20GB CC limit (Victoria B confirmed this)
Additionally, I have read that these are stored as Full Res Files?

Therefore, with Lightroom for Web, can I upload the 28GB worth of Albums (Collections in LR) that I had to download from Adobe Revel when it was closed?

And would they then remain in the Cloud High Res?

Yes (although I'd still keep offline copies)

That's what I thought Victoria. Yesterday though I ran a quick test. I went to a Shared Link on one of my Collections and downloaded a photo than was approx 6mb originally.

The download size stated in LrW was under 1mb and when downloaded it reflected this (I even took both into Ps just to confirm).

So I guess it's either storing the original res but only allowing a low res JPEG download or downgrading the files on upload?

Should be just a low res JPEG download.  Try syncing the photo back to the desktop and check the full size gets downloaded.
