When I click the clone stamp button, a weird inverted copy of the current graphic shows up on my screen and it won't let me Alt-Click to use the clone stamp tool.

Need to see the tool options bar and the layers panel to help. I suspect the blend mode is set to "Difference" in either the Layers panel or the Tool options.

Try resetting the tool: https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html#tool

That is certainly weird. If you've already tried resetting the Clone Stamp tool in the Tools area in the Options bar (to make sure everything is at its default and as normal as it can be), and deleting your preferences and creating new ones—  https://helpx.adobe.com/photoshop/using/preferences.html, and neither has fixed this, then it might be a good idea to tell us what OS you're using and confirm that this only happens when you click on the Clone Stamp tool in order to activate it.
