Changing tools on Photoshop CS6 not working without scrolling canvas

When trying to change tools in Photoshop CS6 using a keystroke, I need to scroll in order for the tool change to register.
(i.e.:
> Press 'b' to switch to brush, draw.
> Try to press 'e' to switch to eraser, nothing happens.
> Have to scroll the canvas- press 'e', the tool change registers now the canvas has scrolled.
> Process repeats.
)

I recently upgraded from Photoshop CS5 to CS6 and can't seem to figure out this issue. I've tried restarting my computer, resetting my tool preferences, reinstalling photoshop, and reinstalling my tablet driver: none of these seem to fix my problem. (For the record, I'm using a Wacom Intuos 5 pen tablet, but using my keyboard buttons for input, not the express keys).
Any ideas?

As a digital artist, this issue hugely disrupts my workflow, so it's really frustrating.

Hi there: I'm on Max OSX 10.10.4. I posted this question elsewhere and was redirected to this particular plugin (https://helpx.adobe.com/photoshop/kb/...), which fixed the problem completely. Thanks for the reply!
