Change tools with quick keys stops working

In Photoshop CS6 (maybe older versions too) when you attempt to edit type made with an unavailable font you lose the ability to change tools using quick keys.

To recreate:
• Open a file that was made with fonts you don't have installed.
• Change to type tool.
• Try to edit type on a layer with yellow alert symbol.
• When you get the alert box warning you of the missing font, hit cancel.
• Try to change from the the type tool by pressing quick keys on keyboard. It shouldn't work.

The easiest way to get your quick keys working again is to edit type that uses an installed font.
